Mello-Roos Special Tax Administration Financial Consulting Services RFP

The San Bernardino County Department of Public Works – Special Districts is seeking proposals from qualified firms to provide Mello-Roos Special Tax Administration and Financial Consulting Services for existing Community Facilities Districts and Assessment Districts, and to assist with the formation of new Community Facilities Districts and Improvement Areas, as well as bond issuance and refinancing. The services will support districts administered by DPW–Special Districts. The contract period will be for a maximum of 5 years beginning on July 1, 2026 and ending on June 30, 2031. • The Proposer must have at least three years of experience providing this type of service. • The Proposer must have the ability to maintain adequate files and records and meet statistical report requirements. • The Proposer must have the administrative and fiscal capability to provide and manage the proposed services and to ensure an adequate audit trail. • The Proposer must provide references of a minimum of three other customers, one of which should be a government agency, involving the Proposer’s delivery of services that demonstrate the ability of the Proposer to provide Mello-Roos Special Tax Administration Financial Consulting services as outlined in this RFP.
