Description

The City of Palmdale is seeking a qualified civil‑engineering consulting firm to update its Drainage Master Plan for the Pearland (Anaverde) Watershed. The consultant will review legacy master‑plan studies, create a comprehensive GIS storm‑drain inventory, conduct field reconnaissance, develop a new XPSWMM (or equivalent) hydrologic‑hydraulic model for 10‑, 25‑ and 50‑year storms, produce cost and development‑impact‑fee analyses, and deliver a full master‑plan report with maps, design concepts for four key intersections, and public‑outreach support. The contract is a single‑consultant professional‑services agreement with a performance period ending in fall 2027. • Review existing 1988, 1996, and 2009 drainage studies and City engineering standards. • Build GIS inventory, perform field verification, and coordinate with Plant 42, Lancaster, LA County, and other stakeholders. • Develop and deliver a calibrated XPSWMM model, train City staff, and provide one XPSWMM license. • Produce cost‑estimate tables, development‑impact‑fee assessments, and a 5‑copy draft/final master‑plan report plus 11×17 engineering maps. • Conduct up to six public‑engagement meetings and provide bi‑weekly coordination and monthly progress reports.

Budget estimate

$800,000 – $2,000,000

Based on comparable municipal drainage master‑plan updates, consulting fees typically range from $1 M to $2 M for a full‑service effort covering data collection, modeling, cost analysis, reporting, and public outreach over an 18‑month period. The lower bound assumes a lean team using existing data; the upper bound reflects higher labor rates, extensive field work, and the required XPSWMM license purchase.
