The City of Bellmead seeks a qualified engineering firm or multidisciplinary team to deliver professional services for corridor safety improvements along Bellmead Drive (US Highway 84) and Concord Road. The effort is funded partially by the FY2024 Safe Streets and Roads for All (SS4A) Implementation Grant. The scope is divided into a funded Base Phase (project management, assessments, traffic analysis, safety alternatives, environmental support, public engagement, and preliminary engineering) and optional Final‑Design and Construction‑Services phases that require additional clearances and funding. The work will produce plans, cost estimates, performance measures, and may include design of medians, sidewalks, crossings, lighting, signage, and other safety measures. Selection is based on qualifications; no fee or price information is to be included in the submission.
• Base phase includes project management, surveys, traffic/crash analysis, safety alternatives evaluation, and preliminary engineering deliverables.
• Optional final‑design phase adds detailed plans, specifications, permitting assistance, and bid support.
• Optional construction‑services phase covers construction administration, submittal review, site observations, and close‑out documentation.
