Description
The State of Oregon, through NorthWest Senior and Disability Services (NWSDS), seeks a qualified consulting firm to conduct a comprehensive feasibility study for the agency’s Salem commercial kitchen and associated Meal Program. The study will evaluate current operations, forecast future demand, assess the existing facility, develop multiple operational alternatives, perform detailed financial and risk analyses, and deliver a decision‑ready report with implementation recommendations.
• Conduct on‑site assessment of the 6,500 sq ft Hyacinth Street kitchen, reviewing layout, equipment, code compliance, and capacity.
• Develop baseline and alternative models (self‑operation, single‑lease, multi‑lease, hybrid, etc.) with cost, revenue, and risk matrices.
• Produce a full feasibility report (draft and final), financial models, stakeholder engagement findings, and an implementation roadmap within an 8‑week study period.
