Description

The City of Albany’s Downtown Development Authority is seeking a qualified developer to acquire, finance, design, construct, and operate a mixed‑use redevelopment of the vacant 138 Pine Avenue property in downtown Albany. The developer must submit a comprehensive proposal that includes a purchase offer, financing plan, design concept, construction schedule, and long‑term operations strategy. The project aims to revitalize the downtown corridor, generate private investment, create jobs, and provide active street‑level uses that complement existing businesses and cultural attractions. Proposals must be sealed, delivered in person or by mail, and include extensive financial, technical, and experience documentation. An optional pre‑proposal conference will be held via Zoom on September 10, 2026. Evaluation will be based on development concept, financial feasibility, experience, acquisition terms, schedule, community impact, and fee proposal. • Competitive sealed RFP, submission deadline Oct 1, 2026 (5 PM ET). • Required acquisition of the property and full‑scope redevelopment (design, permitting, construction, tenanting, and long‑term management). • Minimum deliverables: purchase price, financing sources, project budget, schedule, development team, comparable project experience, and community/economic impact analysis. • Evaluation weighting totals 100 points across concept (25 %), financial capacity (20 %), experience (15 %), acquisition terms (15 %), schedule (10 %), community impact (10 %), and fee proposal (5 %). • Pre‑proposal conference (optional) Sep 10, 2026, Zoom; no mandatory site visit. • Primary contact: Destin Adams, Buyer, (229) 302‑1461, [email protected].

Budget estimate

$5,000,000 – $15,000,000

The RFP does not disclose a contract value. Based on the scope—acquisition of a downtown parcel, full design‑build, and long‑term operation of a mixed‑use development—similar municipal redevelopment projects in comparable midsize cities typically range from $5 million to $15 million in total developer fees and related consulting compensation. The lower end assumes a modest 5‑story mixed‑use build with limited public‑sector incentives; the higher end assumes a larger, higher‑end mixed‑use project with extensive financing and public‑private partnership components. Factors influencing the final budget include the purchase price, the amount of private equity required, the extent of public incentives, and the developer’s fee structure.
