Description
The City of Colorado Springs is seeking a consultant to provide ongoing technical assistance, compliance reporting, and program management for its HUD‑funded housing and community development initiatives. The consultant will perform data entry into HUD systems (IDIS, SAGE, HEROES), prepare quarterly and annual reports, assist with environmental reviews, update policies, and support public‑engagement activities across multiple HUD programs (CDBG/ESG, HOME, TBRA, multifamily rehab). The work is structured as a time‑and‑materials contract with a base year and four optional one‑year extensions, requiring roughly 904 billable hours per year.
• Provide monthly IDIS entry, draw documentation, and quarterly CAPER/ESG reporting for CDBG, ESG, and HOME programs.
• Conduct compliance monitoring, environmental reviews (24 CFR Part 58), and policy updates; prepare underwriting and public‑engagement materials.
• Deliver regular status reports to senior city officials and maintain required federal certifications and contract clauses.
