The City of Fresno is seeking a qualified engineering consulting firm to provide Acceptance Testing and Engineering Inspection Services—including certified materials laboratory management—for the H‑Street Parking Structure, a seven‑story, 900‑plus‑car garage slated for construction in District 3. The scope covers laboratory certification, field and lab testing (compaction, concrete, asphalt, steel, post‑tension, masonry, welding, anchors, bolts, geotechnical), calibration, reporting, and coordination with project stakeholders throughout a 15‑month contract period. • Provide a certified materials lab (or certify an existing lab) by June 2026 and maintain participation in at least one reference program (AMRL, CCRL, or Caltrans RSP). • Perform daily field reports, monthly comprehensive compaction summaries, and deliver a Special Testing Inspection Letter within the first week after Notice to Proceed. • Submit monthly invoices with certified payroll, sample IDs, and detailed test results; maintain insurance and local‑preference certification as required.
