Description

The Office of Juvenile Justice Delinquency Prevention (OJJDP) is seeking a single awardee to enhance the Internet Crimes Against Children Data System (ICAC IDS). The effort will support a national network of 61 multi‑agency, multi‑jurisdictional task forces that investigate, examine, and prosecute technology‑facilitated child sexual exploitation. The selected contractor will develop, test, and deploy essential software upgrades and network capabilities, provide direct hosting, and offer ongoing technical support for credentialed law‑enforcement users (federal, state, local, Tribal). The project is funded through a cooperative agreement with an estimated ceiling of $900,000. • One award; cooperative agreement (grant‑like) • Scope: software development, system integration, hosting, and support for the ICAC Data System • Target users: credentialed law‑enforcement agencies and ICAC task forces nationwide • Funding ceiling: $900,000 (estimated) • Application window: Sep 23 – Oct 01 2026 (9 days) • Primary contact: Aquilah Munir (email provided) • No pre‑bid meeting or site visit required

Budget estimate

$800,000 – $900,000

The NOFO lists an estimated funding ceiling of $900,000 for a single cooperative agreement. Assuming the full ceiling is awarded, the budget range is roughly $800,000 to $900,000, reflecting typical overhead, labor, and software licensing costs for a multi‑year federal IT enhancement project. Factors that could shift the amount include the final scope of work, the awardee’s cost structure, and any cost‑share requirements (none are indicated).
