Notice of Intent - EMIT II Plus Amphetamine Assay 1L Sole-Source

The Air Force Drug Testing Laboratory (AFDTL) at Joint Base San Antonio-Lackland, Texas, intends to solicit and award a sole-source, firm-fixed-price, five-year purchase order to Siemens Healthcare Diagnostics, Inc. for EMIT II Plus Amphetamines Assay testing kits. The kits are essential to the Government's requirements, and no other product can meet the agency's needs without unacceptable schedule delays and duplication of cost. The contract will be awarded as a Blanket Purchase Agreement (BPA) with a five-year ordering period. • The testing kits will be used as an adjunct test to reduce the need for more expensive and time-consuming confirmation testing. • The AFDTL has performed extensive development and validation testing to confirm the suitability of the EMIT II Plus Amphetamines Assay testing kits. • The contract is expected to save the government a significant amount of money by establishing a BPA with the manufacturer.
