Sources Sought - Aviation Rapid Action Team (ARAT)

The Department of the Navy is seeking information from potential contractors to support the Aviation Rapid Action Team (ARAT) mission. The ARAT provides engineering and technical support services, component repair services, and logistics support analyses for the Naval Air Systems Command (NAVAIR). The Government is looking for companies with experience in AI design, development, tuning, and deployment, as well as cybersecurity compliance (CMMC Level 2). The contract is expected to be a Cost Plus Fixed Fee (CPFF) with an estimated total number of labor hours of 89,760 man-hours. The primary work location will be in Patuxent River, MD, with some work potentially performed in Virginia Beach, VA. • The ARAT supports the Naval Aviation Enterprise (NAE) with aviation engineering and repair activities. • The contract requires security clearance at the Secret level. • The Government is seeking feedback on the draft Statement of Work (SOW) and associated Level of Effort. • Companies responding to this Sources Sought should provide information on their experience, capabilities, and approach to managing a team of subcontractors. • The response should include a capability statement package with specific technical skills, past experience, and company profile information.
