Hastings Utilities of the City of Hastings, Nebraska is seeking proposals to supply natural gas to its municipal distribution system and/or manage excess capacity on the Trailblazer pipeline beginning September 1, 2026. Bidders may elect one of three option groups: (1) pure distribution‑gas supply with flexible pricing (fixed‑price and index‑price components) and delivery to one of three specified pipeline receipt points; (2) Trailblazer capacity‑management services (only if also supplying gas); or (3) a combined supply‑plus‑capacity‑management offering. The solicitation also requires participation in a value‑for‑value exchange agreement with the Central Plains Energy Project (CPEP) and outlines minimum daily and monthly gas volumes (≈ 1 MMBtu day to 6.5 MMBtu day, ≈ 1 MMBtu month to 170 MMBtu month) with the ability to fix up to the minimum monthly quantity in advance. Pricing must reference NYMEX and a “first‑of‑month” index, and swing volumes are priced on a daily gas index. The contract term is flexible (1‑5 years) and may be awarded to one or more suppliers.
• Three delivery point options (PIN 3850 TIGT/TPC ADAMS, PIN 15500 HASTINGS/TIGT TBS, PIN 5001 WIC/TPC DULL KNIFE WELD).
• Fixed‑price minimum 10,000 MMBtu/month; any unfixed volume priced to a monthly index.
• Optional Trailblazer capacity‑management component with cost‑sharing of excess revenue.
• Mandatory CPEP value‑for‑value exchange integration.
• Informal email submission; deadline March 20, 2026.
