RFP - Harbor Commission Engineer 2018

The Borough of Atlantic Highlands is seeking one or more qualified professional engineers (or engineering firms) to serve as the Harbor Commission Engineer for the calendar year 2018. The Engineer will provide municipal‑level waterfront and marina engineering services, including design, bid preparation, contract administration, construction‑phase oversight, regulatory permitting (CAFRA), and ongoing harbor management support. Compensation will be on an hourly basis with no disclosed budget ceiling; the contract may be terminated with 30 days’ notice. • Provide engineering design, drawings, and certifications for harbor facilities. • Prepare bid specifications, manage procurement, and oversee construction contracts. • Coordinate with state and federal waterfront agencies, handling CAFRA applications and permits. • Maintain harbor maps, attend Harbor Commission meetings, and deliver regular engineering reports. • Must possess at least 8 years of professional engineering experience, especially in waterfront/marina projects, and carry required insurance (general, professional, workers’ comp).
