Description

The U.S. Army is seeking market research responses from firms capable of performing on‑site radiographic testing (RT) of a large aluminum weldment (approximately 14 × 11 × 4 ft) at Letterkenny Army Depot (LEAD). The work involves up to 230 radiographic shots for three “baseline” cabs and ~37 shots for each of the remaining fifteen cabs, with potential re‑shots for failed welds. Contractors must be able to mobilize within 24 hours of notice, provide real‑time image evaluation, and comply with multiple military and ASTM standards (e.g., MIL‑STD‑3057, MIL‑STD‑1895, ASTM E1742). The effort is expected to run intermittently from late‑2026 through 2031, with periods of high daily demand alternating with months‑long gaps. The solicitation is a Sources‑Sought/RFI; no contract award is guaranteed at this stage. Respondents must submit a capability statement covering company data, socioeconomic status, SAM registration, relevant experience, personnel certifications, equipment, logistical plans, and a rough order of magnitude (ROM) cost for the described shot volumes. • Perform on‑site RT of large aluminum weldments using film, computed, or digital methods at LEAD. • Provide up to 230 shots for each of three baseline cabs and ~37 shots for each of fifteen additional cabs; handle additional shots for re‑work. • Deliver real‑time radiographic results; production cannot resume until RT is completed. • Mobilize personnel and equipment within 24 hours of notification; maintain flexibility for irregular workload over a 5‑year span (2026‑2031). • Meet all listed military and ASTM standards; maintain radiation safety and a qualified NDT staff (MIL‑STD‑3057, ASNT CP‑189, NAS410, etc.). • Submit a capability statement by 29 Sep 2026, including a ROM price for the described shot counts.

Budget estimate

$4,000,000 – $7,000,000

The effort involves up to 18 cabs over five years, each requiring hundreds of radiographic shots, rapid on‑site deployment, and specialized personnel. Assuming an average cost of $2,500‑$4,000 per shot (including equipment, labor, safety compliance, and travel), the baseline three cabs (3 × 230 shots ≈ 690 shots) could cost roughly $1.7‑$2.8 million. The remaining fifteen cabs (15 × 37 shots ≈ 555 shots) add another $1.4‑$2.2 million. Adding mobilization, travel, and contingency fees (≈ 20 % of total) brings the five‑year contract range to roughly $4 million‑$7 million. Therefore a reasonable estimate for the total award value is between $4 million and $7 million.
