The State of Michigan is seeking a contractor to provide a statewide work permit system for youth employment that is fully compliant with Public Act 90 of 1978. The system should be able to handle permit-related actions, provide a public-facing searchable directory of validated employers, and contain a public-facing proximity-based employer search. The contractor will be responsible for implementing and maintaining the system, as well as providing training and support to state administrators and end-users. The contract term is 3 base-years, with the possibility of up to 7 renewal options.
Some key features of the system include:
• A public-facing searchable, filterable, directory of validated employers
• A public-facing proximity-based employer search
• The ability to index and search documents by metadata attributes and by keywords
• A fully accessible website via browsers and scalable handheld devices
• End-to-end mobile capability for work-permit processing
The evaluation process for this RFP included a technical evaluation, pricing evaluation, and demonstrations. The award recommendation was based on the best value to the state, considering factors such as the completeness of the pre-existing system, relevant background expertise, and user friendliness.
