The New York City Water Board, together with the Department of Environmental Protection, seeks an experienced advisory firm to guide the design, financing, legal, procurement, construction, and operational phases of a co‑digestion and renewable natural‑gas (RNG) program at the Hunts Point Wastewater Resource Recovery Facility. The advisor will provide multidisciplinary expertise—engineering, financial modeling, tax and legal advice, project management, and real‑property structuring—to help the City develop a commercially viable RNG project, from feasibility through the execution of a concession agreement. The work will be delivered in written reports and presentations according to the schedule set out in the full RFP.
• Provide engineering and technical analysis for co‑digestion of waste streams and RNG production.
• Develop financial models, valuation, and funding strategies for the RNG project.
• Offer legal, tax, and real‑property transaction guidance, including concession‑agreement structuring.
• Manage procurement, supply‑chain, and construction oversight to ensure timely delivery of assets.
• Deliver comprehensive written reports and recommendations throughout the project lifecycle.
