Operation, Maintenance, Repair, Replacement and Marketing of Sewage Sludge Incineration Facility and Implementation of Initial Capital Improvements on Design-Build Basis

This solicitation seeks a contractor to assume full responsibility for the operation, maintenance, repair, replacement, and marketing of the City of Waterbury’s sewage sludge incineration facility, as well as to execute initial capital improvement projects on a design‑build basis. The work includes day‑to‑day facility management, routine and emergency maintenance, equipment upgrades or replacements, and development of marketing strategies for the by‑products of incineration. Additionally, the contractor will design and construct specified capital improvements to enhance facility performance and compliance. • Operate and maintain a municipal sewage sludge incineration plant (incl. staffing, O&M procedures). • Perform repairs, equipment replacements, and upgrades as needed to keep the plant functional and efficient. • Develop and execute marketing plans for incineration by‑products (e.g., ash, recovered energy). • Design‑build initial capital improvement projects, delivering complete engineering, procurement, and construction services. • Ensure compliance with all environmental, safety, and local regulations throughout the contract period.
