Parking Citation System

The City of Santa Monica is seeking a qualified vendor to provide a comprehensive, reliable, and scalable Parking Citation Issuance System for the Santa Monica Police Department. The system must support the Department's parking enforcement operations, including issuing approximately 200,000 parking citations annually. The solution must be compatible with existing hardware and integrate with other enforcement technologies and City systems in use. Key features and capabilities required include mobile citation issuance, real-time data exchange, enforcement task management, and seamless integration with back-office systems. • Mobile Citation Issuance Application: compatible with Apple iOS devices, user-friendly interface, ability to issue citations quickly and efficiently, real-time data sync with central database, offline functionality, and integration with Zebra mobile printers. • Citation Management: secure storage and retrieval of citation data, centralized database with robust search, reporting, and analytics capabilities, chain-of-custody records for citations, and integration with court systems and payment processing platforms. • License Plate Recognition (LPR) Integration: seamless integration with the Department's future Automated License Plate Reader (ALPR) system, ability to ingest ALPR data in real-time, and real-time notification to PEOs of ALPR hits and relevant enforcement actions. • User and Role Management: admin dashboard to manage PEO users, roles, and access levels, audit trail for all citation activities and system changes. • Reporting and Analytics: customizable reporting tools, exportable reports in multiple formats, and dashboard views for management-level insights. • Maintenance and Support: 24/7 technical support, routine system maintenance and updates, onboarding and ongoing training for Department staff, and Service Level Agreement (SLA) outlining uptime guarantees and performance expectations.
