Description

The Commonwealth of Kentucky Department of Juvenile Justice is seeking a qualified contractor to replace the existing hydraulic HVAC controls system at the Campbell Regional Juvenile Detention Center in Newport, KY with a new digital Direct‑Digital‑Control (DDC) system. The scope includes removal of the legacy controls, installation of the new DDC hardware, programming, startup, and integration with existing building equipment and the state‑wide Commonwealth Energy Management and Controls System (CEMCS). Additionally, the gas‑fired makeup air unit and exhaust fan serving the kitchen hood must be replaced. Bids are to be submitted electronically through the state e‑Procurement portal; no paper or courier submissions are accepted. A mandatory site visit is scheduled for contractors who wish to attend. • Replace hydraulic HVAC controls with a digital DDC system and program/start‑up. • Interface new controls with existing equipment and CEMCS. • Remove and replace gas‑fired makeup air unit and kitchen exhaust fan. • Provide all required bid documentation (official bid document, bid bond) as a single PDF upload. • Attend optional site visit on 09/28/2026 (12:00 PM ET). • Submit electronic bid by 13:30 ET on 09/16/2026. • Contractor must be registered in Kentucky’s e‑Procurement (VSS) system prior to submission.

Budget estimate

$200,000 – $500,000

No contract value is disclosed in the solicitation. Based on typical HVAC control system replacements for a medium‑sized detention facility (including DDC hardware, programming, integration with a state‑wide EMS, and replacement of a makeup air unit and exhaust fan), the total contract is likely to fall between $200,000 and $500,000. Factors influencing the final amount include the size of the building, the complexity of integration with CEMCS, and any additional mechanical equipment upgrades required.
