Description

The National Oceanic and Atmospheric Administration (NOAA) is seeking information from organizations capable of providing a Partner Contributed Instrument (PCI) for the Space Weather Observations at L1 to Advance Readiness (SOLAR)-B Mission. The PCI should complement the SOLAR-B mission's primary observations, demonstrate a compelling Research to Operations (R2O) case, and adhere to specified size, weight, and power limits. Key aspects of the opportunity include: • The SOLAR-B mission is designed to operate at the first Sun-Earth Lagrange point (L1) and provide continuous space weather observations. • The PCI must be robustly designed for long-duration operation in the L1 environment. • The PCI should complement NOAA's high-priority space weather observations and research to operations goals. • The partner organization will be responsible for the full lifecycle of the instrument prior to spacecraft integration. • NOAA will provide the SOLAR-B spacecraft platform, facilitate spacecraft integration of the PCI, provide launch services, and manage routine mission operations.

Budget estimate

$5,000,000 – $50,000,000

The budget for this opportunity is difficult to estimate, as the document does not provide specific information on the funding amount. However, considering the complexity and scope of the project, it is likely that the budget will be substantial. The partner organization will be responsible for the full lifecycle of the instrument prior to spacecraft integration, which may include significant development and testing costs. NOAA will provide the SOLAR-B spacecraft platform, facilitate spacecraft integration of the PCI, provide launch services, and manage routine mission operations, which may also involve significant costs. A rough estimate for the budget could be in the range of $5 million to $50 million, depending on the scope and complexity of the project. Factors that may influence the likely payment range include the cost of developing and integrating the PCI, the cost of launch services, and the cost of managing routine mission operations.
