Description
The California Energy Commission (CEC) is seeking a prime contractor to provide a broad suite of environmental and engineering services supporting the STEP Small Power Plant Exemption (SPPE) program. The contractor will evaluate SPPE‑eligible applications, conduct CEQA analyses, prepare environmental documents, manage subcontractors, and serve as the CEC’s administrative hub for all related work. Work will be task‑based, issued via Work Authorizations, and reimbursed by the project applicant rather than directly by the State.
• Conduct comprehensive CEQA, Title 20, and related regulatory analyses for small‑power‑plant exemption applications.
• Manage the full lifecycle of each project: contract administration, document production, application completeness reviews, discovery, analysis, stakeholder meetings, and final siting reports.
• Provide GIS mapping, technical writing, and coordination with multiple agencies, while maintaining strict notice periods (2‑week for large tasks, 2‑day for expert assignments, 4‑hour response windows).
• Oversee subcontractor performance, invoice review, and timely payment; submit monthly progress reports and invoices by the 10th of each month.
• Flexibly adapt to budget adjustments, as the contract is a no‑fee retainer with work allocated on an as‑needed basis through individual Work Authorizations.
