RFP Sanitation RFP for Wastewater Services

The City Attorney's Office of the City of Los Angeles is soliciting proposals from qualified law firms to provide legal services related to the investigation, evaluation, defense, and management of third-party claims for damages, lawsuits, and/or enforcement actions arising from or relating to the City's wastewater treatment plants and associated permits. The selected firm will be expected to have demonstrated expertise in issues relating to sewer treatment and discharge, publicly owned treatment works (POTWs), and access to experts to provide assistance with litigation. The firm should have significant experience in representing municipalities before the Water Boards with respect to NPDES permit compliance, including judicial appeals of State Water Resources Control Board decisions. Some key areas of expertise required include: • Served as lead counsel and/or significant experience in the representation of parties before the State Water Resources Control Board and the California Regional Water Quality Control Board (Water Boards) • Deep knowledge of and familiarity with the City's NPDES permits governing its wastewater activities • Demonstrated expertise in and knowledge of the applicable statewide/water quality control plan, e.g., the Basin Plan for the Los Angeles Region, and NPDES permit programs and associated TMDL requirements • Familiarity with Waste Discharge Requirements and Water Recycling Requirements as prescribed by the Water Boards The proposal should include information about the firm's experience, qualifications, and approach to providing the required legal services.
