The Department of Commerce is implementing a financial systems modernization project, which will result in the use of the Invoice Processing Platform (IPP) for the submittal and payment of invoices. The bureaus and offices listed will transition to use of IPP in October 2026. IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury's Bureau of the Fiscal Service. Vendors can receive electronic Purchase Orders and send electronic invoices through IPP.
* The transition to IPP will affect the Bureau of Economic Analysis, International Trade Administration, Minority Business Development Agency, National Telecommunications and Information Administration, National Technical Information Service, Office of Inspector General, and Office of the Secretary.
* Vendors can access IPP through the website https://www.ipp.gov.
* Enrollment instructions will be sent to the Contractor Government Business Point of Contact via email within three to five business days of the addition of the contract award to IPP.
* Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk.
