Description
The Los Angeles Department of Water and Power (LADWP) is seeking information and feedback to assist in conducting a market survey, obtaining high-level cost estimates, and providing the industry with an opportunity to comment on the potential procurement of a change leadership framework. The framework aims to address inconsistent processes, operational and safety risk mitigation, enterprise-wide performance visibility, and continuous improvement. The LADWP is looking for a hybrid delivery method, with both on-site presence and remote/virtual delivery. The selected vendor will be expected to integrate with LADWP's change managers and provide strategic advisory, implementation support, and capability development.
Key aspects of the project include:
• Development of a change leadership framework to support enterprise-wide initiatives
• Integration with existing tools and systems
• Capability to support both on-site and remote delivery
• Experience in utilities or public sector transformation
• Relevant certifications, such as change management or project management
• Ability to propose industry-standard or proprietary methodologies
• Willingness to work with labor partners and unions
• Understanding of organizational complexity and change fatigue
• Experience with process improvement and continuous improvement methodologies
