Description

The contract calls for a consultant to develop and deliver machine‑learning‑based streamflow forecasts for Valley Water’s watershed network, supplementing traditional deterministic methods and providing data in accessible formats for operational use. The work is limited to the winter season (Oct 1 – Apr 30) each year and includes optional web‑based visualization tools, ongoing technical support, and annual service agreements. • Develop, run, and maintain ML hydrologic models that ingest meteorological and hydrologic inputs and produce real‑time to seasonal forecasts with quantified uncertainties. • Deliver forecast datasets in multiple electronic formats (PDF, CSV, JSON, API) and optionally provide a user‑friendly web application for staff. • Provide 24/7/365 technical support, annual work plans, and a Service Agreement each season, with a base term of two years and up to three one‑year renewal options. • Meet all contractual requirements: pre‑bid conference attendance, submission of extensive compliance documentation, and adherence to insurance and audit standards.

Budget estimate

$500,000 – $3,000,000

The solicitation does not disclose a dollar ceiling, but comparable ML‑based hydrologic forecasting contracts for regional water agencies typically range from $500,000 to $1.5 million per year, depending on model complexity, data integration, and support levels. Assuming a two‑year base term, the total contract value could be roughly $1 million to $3 million. Factors influencing the final amount include the scope of the optional web portal, number of support hours, and any subcontracting.
