The State of Delaware’s Division of Public Health is seeking a single prime vendor to design, implement, and evaluate a Medical‑Legal Partnership (MLP) that integrates civil legal services with home‑visiting and prenatal health programs for low‑income pregnant women. The vendor will be responsible for training health‑care staff, delivering direct legal assistance, coordinating case management, collecting and reporting data, and conducting a formal outcomes evaluation using the SF‑36 health survey. The contract is for an initial two‑year term with the possibility of three one‑year extensions, and requires strict compliance with data‑residency, insurance, and reporting requirements.
