Description

Mecklenburg County is seeking a consultant to assist in establishing a new Office of Housing and Community Development (OHCD) to strengthen coordination, improve operational alignment, and enhance the delivery of housing and community development initiatives across the organization. The selected consultant will assist the County in evaluating the current organizational environment and developing recommendations regarding department structure and leadership, staffing and operational alignment, strategic planning and implementation, program administration and workflow design, interdepartmental coordination, community engagement, funding and grant alignment, and long-term operational sustainability. The consultant will provide a comprehensive organizational development and implementation approach, including a detailed description of the services to be completed, sufficient information for the County to determine if the vendor meets each requirement, and a proposed total cost for the project. • The scope of work includes reviewing and validating existing County assessments, analyzing organizational readiness, operational alignment, and implementation considerations, and identifying gaps, deficiencies, risks, missing components, or additional considerations necessary to support the successful development and long-term operation of OHCD. • The consultant will provide recommendations regarding areas requiring further development, clarification, or refinement, organizational gaps, redundancies, inefficiencies, or operational risks, functions appropriate for transition into OHCD, and additional operational capabilities or structural components necessary to support implementation. • The consultant will also provide a comprehensive implementation roadmap, including defined operational processes and procedures, identification of staffing and resource gaps, a sustainable strategic planning framework, and measurable performance indicators and accountability structures. • The County expects the selected consultant to provide practical and actionable recommendations that support implementation and operational execution, not solely strategic planning documents.

$500,000 – $2,000,000

The budget for this opportunity is estimated to be between $500,000 and $2,000,000, considering the scope of work, the complexity of the project, and the fact that it is a consulting services contract for a government agency. The actual budget may vary depending on the proposal submitted by the selected consultant and the negotiations with the County.
