Description

The State of Delaware Department of Labor is seeking qualified medical and psychological consultants to perform case‑review services for Social Security Disability (SSD) claims. Consultants will assess case files, evaluate consultative examination reports, communicate findings to DDS staff, provide training and mentorship, and submit detailed monthly activity logs while maintaining a minimum 93 % accuracy rate. The contract is a professional‑services RFP for FY 2027 with optional one‑year extensions and includes case‑based and hourly compensation rates. • Scope: Medical/psychological case reviews, CE analysis, training, mentorship, reporting, and occasional on‑site visits. • Qualification: Current Delaware (or other state) medical license or SSA‑qualified consultant, no disciplinary actions, background checks, and required insurance coverage. • Compensation: $55 per initial case, $45 per training case, $28‑$55 per second‑review case, $75 per hour for orientation/SSA training/mentorship, $75 per technical‑support ticket. • Reporting: Monthly usage reports (15th), quarterly 2nd‑tier subcontractor reports, monthly activity logs, quality‑review dispute handling. • Duration: Base term July 1 2026 – June 30 2027 (12 months) with up to three one‑year extensions and optional three‑month month‑to‑month extensions.

Budget estimate

$500,000 – $2,000,000

Based on the published rates ($55 per initial case, $28‑$55 per second‑review case, $75 per hour for training/mentorship) and assuming a moderate workload of roughly 10,000 cases per year (a realistic volume for a state disability‑determination program), total contract value could range from about $500,000 (lower case volume, lower‑rate second reviews) to $2,000,000 (higher case volume, higher‑rate second reviews and extensive training/mentorship hours). The wide range reflects uncertainty in case volume, mix of initial vs. second reviews, and the amount of training/technical‑support work required.
