Description

The La Plata County is seeking a qualified developer or development team to prepare conceptual ideas and plans for the redevelopment of the Old Main Post Office (OMPO) and the adjacent Schluter property. The project aims to transform the underutilized County-owned land into a valuable community asset, providing a mixed-use development that includes office space and parking for the County, as well as other uses that benefit the community and the developer. The successful developer will be required to execute a Pre-Development Agreement, which includes an exclusive look period and right of first refusal. The County prefers a developer with a demonstrated and successful recent history of working with government agencies and managing mixed-use settings. Some key aspects of the project include: • Renovating and revitalizing the existing OMPO building, which is a historic four-story building with 22,931 square feet of space. • Redeveloping the adjacent Schluter property, which is a 0.52-acre square parcel with four lots. • Providing a minimum of 16,000 square feet of office space for the County and a minimum of 50 parking spaces. • Incorporating mixed-use elements, such as residential, commercial, and other uses, to create a vibrant and sustainable community. • Ensuring compliance with applicable zoning, building, and permitting regulations, as well as historical preservation requirements. • Delivering the project in a timely manner, with the goal of completing initial parking or office space by 2029.

Budget estimate

$10,000,000 – $50,000,000

The budget for this project is difficult to estimate, as it depends on various factors such as the specific redevelopment plan, construction costs, and funding sources. However, considering the scope and complexity of the project, it's likely that the budget will be in the range of $10 million to $50 million. This estimate takes into account the potential revenue from leasing office space and parking, as well as the value of the redeveloped properties. The County's preference for a developer who can provide a ground lease and manage the non-County portions of the properties also suggests that the budget will be substantial. Factors that may influence the budget include: The extent of the redevelopment, including the number of stories, square footage, and amenities. The type and quality of materials used in the construction process. The level of demand for office space and parking in the area. The terms of the ground lease and the revenue-sharing agreement between the County and the developer. The availability of funding sources, such as grants or tax incentives, to support the project.
