Consultant Services: Composition & Development Of a Land Development Code

Rowan County is soliciting proposals from qualified consultants or firms to assist in the composition of a land development code that integrates and modernizes all current land use regulations in the County’s planning jurisdiction. The selected firm will be responsible for all aspects of data collection, drafting of text, preparation of graphics and images, conceptual mapping, and overall code development. The County anticipates that the consultant will serve in a supportive role to Planning Staff, with most public interaction being managed directly by Planning Staff. Key aspects of the project include: • Development of standards and criteria consistent with the County’s 2025 Land Use Plan • Eliminating duplicative processes or requirements • Streamlining the development review process • Establishing expectations for submittal documents and timelines • Recommending revisions and updates to the Table of Uses matrix • Providing user-friendly graphics, images, or flow charts to support or convey code language and processes • Evaluating existing zoning districts and recommending consolidation or modifications • Developing a coordinated enforcement process that accounts for all applicable code regulations
