Description

The Cecil County Health Department (CCHD), in partnership with Harford County Health Department, seeks a qualified consulting firm to conduct a comprehensive perinatal health landscape analysis, provide project management for a new Maternal Care Task Force, and support the design, implementation, and evaluation of a pilot community‑health‑worker program aimed at improving access to pre‑conception, prenatal, delivery, and postpartum services across the two rural counties. The effort is funded through the Maryland Rural Health Transformation Program and is structured in two phases, with Phase 1 (January – June 2027) required and Phase 2 optional pending performance and funding. The contractor will deliver data assessments, stakeholder interviews, a national environmental scan, actionable recommendations, and ongoing administrative support, attending 4‑6 in‑person meetings in Elkton, MD. • Conduct quantitative and qualitative analysis of maternal‑infant health data (epidemiological, administrative, geographic). • Facilitate and manage the Maternal Care Task Force and its Action Teams. • Perform a national rural‑health environmental scan and synthesize best‑practice recommendations. • Support a pilot project using Community Health Workers/Doulas to connect women to care. • Deliver interim reports, final landscape analysis, and evaluation of pilot effectiveness by June 30 2027.

Budget estimate

$200,000 – $500,000

The solicitation does not disclose a contract value. Based on a 6‑month engagement that includes senior‑level project management, data analysis, stakeholder facilitation, travel to Elkton (4‑6 meetings), and delivery of a pilot‑implementation support package, comparable public‑health consulting contracts in Maryland range from $200,000 to $500,000. The lower bound assumes a lean staffing model with modest travel; the upper bound assumes a larger team, extensive data work, and higher‑priced senior consultants. Factors influencing the final amount include the number of staff hours billed, any subcontracted data‑analytics services, and the scope of the optional Phase 2 proposal.
