Biobanking, Laboratory Analytics, and Associated Informatics Services for NIH Biorepositories

NIH is seeking information from qualified small businesses regarding their ability to support, consolidate, and potentially recompete one or more NIH‑funded biorepositories for FY 2028. The effort includes sample management for up to 3.5 million biospecimens, data curation, advanced laboratory and analytic services, and development/maintenance of a secure web‑based informatics portal. Respondents must submit a capability statement outlining relevant experience, personnel qualifications, and facilities. This is a non‑binding Sources Sought Notice, not a solicitation for proposals; no award will result from this submission. • Manage secure, temperature‑controlled storage and tracking of millions of biospecimens, including chain‑of‑custody and disposal per regulatory requirements. • Provide data curation, relational database (LIMS) integration, and transfer of data to controlled‑access repositories (e.g., dbGaP). • Offer laboratory capabilities such as high‑throughput sequencing, mass‑spectrometry, iPSC generation, and CRISPR editing, plus maintain a compliant cyber‑infrastructure with APIs and security (ATO).
