Description
The California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA) seeks a qualified trustee to manage, hold, and disburse funds for the three California Hub for Energy Efficiency Financing (CHEEF) programs. The contractor will establish and maintain multiple specialized accounts, process a high volume of funding and payment transactions, and provide detailed monthly and annual reporting, all under a three‑year contract with a total ceiling of $500,000. The work includes on‑demand electronic account access for CAEATFA staff and associated lenders, and requires compliance with stringent information‑security, insurance, and civil‑rights standards.
• Establish up to 13 distinct account types (holding, loss‑reserve, program, interest, IRBD) and manage all fund movements per CAEATFA instructions.
• Produce monthly statements, transaction reports, and annual reports; provide unlimited electronic account viewing for authorized parties.
• Meet extensive compliance requirements (information security, DARFUR, civil‑rights, insurance, indemnification) and maintain records for at least five years after contract completion.
