RFP-26-501 HOMES Pay for Performance Statewide Implementer

The California Energy Commission (CEC) is seeking a single Statewide Implementer (SWI) to operate the HOMES Pay‑for‑Performance (P4P) residential rebate program. The SWI will administer roughly $90 M in homeowner rebates, design and manage program workflows, recruit and support aggregators and energy contractors, handle data collection, application processing, rebate payments, reporting, and conduct measurement‑and‑verification (M&V) of energy savings. The contract is a four‑year, fixed‑price award (with a possible one‑year extension) and includes up to $16.5 M in administrative services funding and $1.5 M in performance‑based incentives. • Program design, policy guidance, and incentive‑formula development for a statewide residential energy‑efficiency rebate program. • Aggregator and contractor recruitment, qualification, training, ongoing support, and compliance monitoring. • End‑to‑end data management: integrate utility data, process rebate reservations and final payments, conduct QA/QC, and perform M&V using DOE‑approved methodologies. • Consumer outreach, hotline support, low‑income verification, and delivery of post‑project certificates. • Financial administration of rebate funds, milestone payments, and reporting to CEC and the U.S. DOE.
