The California Energy Commission is seeking a single Statewide Implementer (SWI) to administer the HOMES Pay‑for‑Performance (P4P) program, a $90 M rebate initiative that rewards residential energy‑efficiency upgrades based on measured savings. The contractor will manage the full program lifecycle – from design, aggregator onboarding, consumer outreach, data integration, low‑income verification, rebate processing, quality‑assurance, measurement‑and‑verification, to compliance reporting – while handling a $16.5 M administrative budget and disbursing rebate payments to homeowners and aggregators.
• Manage program design, incentive formulas, and coordination with DOE/HOMES funding.
• Oversee a network of aggregators and energy contractors, provide training, support, and performance monitoring.
• Build and operate a secure data‑portal for rebate reservations, integrate utility meter data (>10 TB), conduct M&V using DOE‑approved tools, and generate quarterly performance reports.
• Administer low‑income verification, consumer hotline, outreach materials, and ensure compliance with numerous state and federal certifications (DVBE, DARFUR, civil‑rights, anti‑lobbying, security, etc.).
• Deliver quarterly milestone payments and performance incentives tied to project volume (up to 14 000 projects) and energy‑savings targets, with a base contract term of four years (possible one‑year extension).
