Description
The Washington State Department of Commerce seeks a qualified contractor to deliver outreach, education, and technical assistance to owners of Tier 2 commercial buildings so they can meet the Clean Buildings Performance Standard (CBPS) compliance deadline of July 1 2027. The work includes developing a data‑driven outreach plan, hosting a minimum of four in‑person resource fairs plus monthly virtual fairs, and providing hands‑on CBPS coaching (benchmarking, portal enrollment, energy‑management plans, exemption/extension assistance, and funding navigation). All services are funded through a single $600 k contract with a performance period from December 2026 through June 30 2027. The contractor must have at least one Qualified Person under the CBPS, experience in building‑energy efficiency, and be able to work statewide, especially in rural and underserved counties.
• Develop and submit a draft outreach plan within one month of contract start, then a final plan after COMMERCE review.
• Conduct ≥ 4 in‑person resource fairs across Washington and monthly virtual fairs, providing post‑fair reports.
• Deliver CBPS technical assistance to priority buildings (≥ 80 % of services) covering benchmarking, portal enrollment, energy‑management and O&M plan creation, and assistance with exemptions, extensions, and incentive navigation.
• Provide quarterly performance reports detailing numbers of buildings served, services delivered, hours spent, and outcomes.
