Idaho Tobacco Project Support and Enforcement

The State of Idaho Department of Health and Welfare is seeking a contractor to provide comprehensive support and enforcement services for the Idaho Tobacco Project (ITP). The contractor will manage two statewide websites, conduct unannounced inspections of all tobacco retailers, handle data entry and reporting, develop and deliver training and education materials, and ensure compliance with Idaho statutes and federal SAMHSA Synar requirements. The contract is a five‑year indefinite‑quantity agreement with fixed‑unit‑rate pricing and requires extensive record‑keeping, disaster‑recovery planning, and insurance coverage. • Website hosting, maintenance, and disaster‑recovery for the Education/Training site; data entry for the Permitting/Data site. • Monthly random inspections of ~1,800 retailers, including additional targeted inspections, evidence capture, and 90‑day evidence delivery. • Monthly and annual reporting (inspection reports, retailer reports, Synar compliance report) with strict 15‑day post‑month‑end submission windows. • Recruitment, training, and supervision of adult, young‑adult (18‑<21) and minor (<18) inspectors, including consent documentation and supervision protocols. • Development of training/education content, newsletters, and optional printed materials, with delivery deadlines (e.g., permits within 5 business days).
