Description

The South Coast AQMD’s INVEST CLEAN Measure 1 provides rebate incentives for installing DC fast‑charging stations that serve Class 4‑8 medium‑ and heavy‑duty trucks in four Southern California counties. Eligible applicants—charging‑station developers, fleet operators, truck‑stop owners, or distribution‑center owners—must control the land, meet domestic‑content (BABA) and prevailing‑wage (DBRA) requirements, and commit to operating the chargers for at least five years. Applications open September 9 2026 and must be submitted by January 13 2027. Successful awardees will receive a one‑time rebate of up to $700 per kW installed (or the total eligible cost, whichever is lower), with a total program pool of $178.5 million. Funding is contingent on verified installation, BABA compliance, and delivery of operational data. • Eligible entities: charging‑station developers, fleet operators, truck‑stop operators, distribution‑center owners. • Rebate: up to $700/kW installed (max per site based on cost). • Key deadlines: open Sep 9 2026, submit by Jan 13 2027; agreement execution Apr‑Aug 2027; commissioning by Sep 2028. • Compliance: BABA domestic‑content, Davis‑Bacon prevailing‑wage, EVITP‑certified electrician, 60 % apprenticeship‑trained journeypersons.

Budget estimate

$500,000 – $5,000,000

The program’s total funding pool is $178.5 million, with rebates capped at $700 per kW. A typical site of 3,600 kW (e.g., ten 360 kW chargers) would yield a rebate of about $2.5 million. Smaller projects (e.g., 800 kW) would receive roughly $560 kK. Therefore, contractors can expect project‑level payments ranging from low‑six‑figure amounts for modest installations up to several million dollars for larger deployments. Factors influencing the exact budget include the installed kilowatt capacity, cost‑reasonableness of equipment, and compliance documentation.
