Description

The United States Navy is conducting market research to determine industry capability and interest in performing material harvesting and refurbishment of systems, components, and subcomponents from nuclear-powered submarines. The work includes cleaning, inspecting, re-configuring, and re-certifying harvested material, as well as repairing and refurbishing damaged but repairable units. The Navy is considering a Multiple-Award Contract Indefinite Delivery Indefinite Quantity (MAC IDIQ) to cover these requirements. The contract will be divided into two tiers: Critical (Lot 1) and Non-Critical (Lot 2). Lot 1 encompasses all critical work performed under the stringent requirements of NAVSEA Note 5000, while Lot 2 includes all work not covered under NAVSEA Note 5000 or otherwise determined to be critical systems under Lot 1. • The Navy is seeking information on companies' experience with critical systems governed by NAVSEA Note 5000. • The Navy is seeking information on companies' experience with harvesting, inspection, and repair of complex components. • The Navy is seeking information on companies' experience with obsolescence management and reverse engineering. • The Navy is seeking information on companies' experience with testing, recertification, and qualification. • The Navy is seeking information on companies' experience working with government technical data packages or similar controlled documentation.

Budget estimate

$100,000,000 – $500,000,000

The budget for this opportunity is difficult to estimate, as the document does not provide a specific dollar amount. However, based on the scope of work and the fact that the Navy is considering a Multiple-Award Contract Indefinite Delivery Indefinite Quantity (MAC IDIQ), the budget could be substantial. The contract could potentially be worth hundreds of millions of dollars over the 10-year period. The budget will depend on the number of delivery orders awarded and the complexity of the work required.
