Request for Qualifications Owner's Representative and Project Management Services

Montgomery County Public Schools (MCPS) is seeking qualified firms to serve as Owner’s Representative and provide Project Management services for its Special Projects and Major Capital Projects under the FY 2027‑2032 Capital Improvements Program. Selected firms will be placed on a three‑year pre‑qualified list, making them eligible for future project‑specific RFPs. The scope includes delivery strategy evaluation, design oversight, budget and schedule management, RFQ/RFP development, contract negotiation support, construction oversight, stakeholder coordination, risk management, quality assurance, and program management. Firms must demonstrate extensive experience in public‑sector construction, licensing in Maryland, good‑standing certificates, and the ability to manage large‑scale school construction projects. Submissions must include a letter of transmittal, company background, project experience (5‑10 relevant projects), key personnel resumes, and a detailed project‑management approach.
