Description
The New York State Energy Research and Development Authority (NYSERDA) is seeking stakeholder input on a draft offshore wind pre‑development funding program. The RFI (OSWRFI‑26‑2) asks interested parties to comment on program design, eligible activities, and funding structures before a final solicitation is released. Funding of up to $10 million per project (total program cap $50 million) is available for early‑stage offshore wind developers that hold a BOEM lease, with the goal of advancing cable routing, project design, environmental studies, and survey activities in the New York Bight.
• Funding categories include cable routing ($1.5 M), project design ($3 M), environmental/technical studies ($2.5 M), and survey work ($2 M).
• Applicants must provide at least 50 % cost‑share per Task Work Order and must hold a BOEM lease of ≥ 800 MW within 100 nm of New York’s coast.
• Responses are limited to 10 pages, must be submitted by 31 Aug 2026 3 PM EST via email (subject “OSWRFI26‑2 Response”), and should include required attachments (certification, project overview, NDA, etc.).
• The eventual award will be an Umbrella Agreement with separate Task Work Orders; each work order can run up to 3 years, with prompt‑payment terms and repayment obligations if the project does not reach commercial operation.
