OPS No. A4286, A4287 and A4288 – On-Call Engineering Services

The New Jersey Turnpike Authority (NJTA) is seeking Expressions of Interest (EOIs) for three separate “On‑Call Engineering Services” contracts (OPS No. A4286, A4287, and A4288). Each contract has a ceiling of $10 million and a base term of two years, with the possibility of two one‑year extensions. The work is on‑call in nature and may encompass planning, design, construction‑management, inspection, facility‑systems engineering, environmental studies, and related coordination tasks. The solicitation is a simple procurement; technical evaluation will rank firms, and the highest‑ranked firm will be negotiated for each OPS, with a restriction that a single firm cannot win more than one OPS. • Service categories include transportation planning, bridge and roadway design, construction inspection, facility (HVAC, water‑treatment, EV‑charging) engineering, and environmental/cultural‑resource studies. • Minimum qualifications: current NJTA Professional Services Pre‑Qualification Questionnaire (PSPQ) on file, and alignment with at least one listed profile code (e.g., A092, A093, B151, D490, etc.). • Small‑Business (25 %) and Disabled‑Veteran‑Owned Business (3 %) participation goals must be met or a good‑faith effort documented. • Submission requirements: one PDF uploaded to Kiteworks and four hard‑copy copies (original + three copies) by 10:00 a.m. on October 30 2025. 5‑page letter of interest, up to 15 two‑page resumes, organizational chart, and numerous statutory affidavits/forms are required.
