Description
The City of Green Bay is seeking a qualified environmental consulting firm to serve as the Qualified Environmental Professional (QEP) for its FY2026 EPA Brownfields Community‑Wide Assessment Grant. The QEP will provide on‑demand, task‑order services over a four‑year cooperative agreement (Oct 2026‑Sep 2030), including grant management, brownfield inventory and eligibility screening, Phase I/II site assessments, remedial planning, revitalization planning, and community outreach. Work is performed as needed; the City does not guarantee a minimum volume of tasks. The contract may be extended or expanded to support future EPA brownfields grants. Proposals are due 12 Nov 2026, with questions due 27 Oct 2026. The award will be made after evaluation of technical capability, cost reasonableness, and grant compliance.
• Primary responsibilities: grant administration support, site inventory/eligibility, Phase I & II ESAs, QAPP maintenance, remedial action planning, revitalization plans, stakeholder outreach.
• Delivery: task‑order or project‑assignment basis; no guaranteed minimum work.
• Performance period: Oct 1 2026 – Sep 30 2030 (4 years).
• Evaluation criteria: capabilities (20), approach (20), staff qualifications (15), compliance approach (15), references (5), cost/price (25).
• Required deliverables: reports, sampling plans, QAPP updates, eligibility documentation, maps, cost estimates, outreach materials, and final grant close‑out documentation.
