Description

The U.S. Army Contracting Command, Rock Island, is seeking interested sources for the design, engineering, procurement, construction, and commissioning of a redundant 69-kV electrical power system for the Radford Army Ammunition Plant (RFAAP) in Radford, VA. The scope of this project requires the design, construction, and right-of-way acquisitions for a new 69-kV interconnection point from an active American Electric Power (AEP) transmission circuit into RFAAP. The new RFAAP substation shall be designed to step down the 69-kV supply to 12.47 kV for plant-wide distribution and must fully integrate with the existing RFAAP 69-kV electrical loop and SCADA system. • The project involves the construction of a new 69-kV transmission line and a new 69-kV step-down substation. • The project requires the design, engineering, procurement, construction, and commissioning of the new 69-kV electrical power system. • The project must be completed within 36 months of contract award. • The Government is seeking industry input regarding the acquisition strategy. • The Government encourages all responsible interested sources to submit their capabilities/qualification data, which demonstrates experience with the turn-key design, environmental permitting, construction, and commissioning of high-voltage (69-kV) transmission lines and substations.

Budget estimate

$10,000,000 – $40,000,000

The budget for this project can be estimated based on the scope and complexity of the work. The construction of a new 69-kV transmission line and a new 69-kV step-down substation is a significant project that requires specialized equipment and expertise. The cost of such a project can range from $10 million to $50 million, depending on the length of the transmission line, the size of the substation, and the complexity of the work. The Government's objective is to establish a second, fully independent 69-kV electrical power source to support the mission-critical power requirements of RFAAP, which suggests that the project is critical to the operation of the plant. Therefore, the budget for this project is likely to be on the higher end of the estimated range, potentially between $20 million to $40 million.
