Description
This solicitation invites qualified contractors to submit competitive bids for three integrated projects in Anchorage, Alaska: (1) replacement of existing overhead 12 kV conductors with new underground 15 kV distribution lines (Work Order E2314244), (2) replacement of existing overhead 35 kV conductors with new underground 35 kV transmission lines (Work Order E2320073), and (3) a joint‑work component for General Communications Inc. (GCI) to install trench facilities for later utility undergrounding. The work includes extensive civil activities such as directional boring (≈5,690 ft for 15 kV, ≈6,765 ft for 35 kV), hand‑dig trenching, pole removal and topping, concrete pad and de‑water vault construction, traffic‑control planning, storm‑water pollution prevention, and full restoration of roadways and landscaping. Bids are evaluated on the combined price of all three projects; the lowest combined bid wins. The contract follows a standard construction agreement with a 2‑year warranty, a 10 % bid bond, performance bond equal to the contract amount, and liquidated damages of $1,000 per day for late substantial completion (deadline July 31 2027).
