RFP NO. 27-01 Battery Energy Storage Systems (ORV/IAN/AMB)

The Northwest Arctic Borough (NAB) seeks a qualified vendor to design, supply, deliver, test, and train for three containerized Battery Energy Storage Systems (BESS) to be installed in the remote Alaskan villages of Noorvik, Kiana, and Ambler. Each BESS will be a turnkey, containerized unit that includes all hardware, performs factory acceptance testing, and is shipped to the sites for on‑site energization, integration with AVEC’s micro‑grid controller, and operator training. The contract is firm‑fixed‑price, funded by the U.S. DOE, and must comply with Buy America/Build America requirements. • Deliver a complete 0.75 MVA/1.5 MWh BESS for Noorvik and Kiana, and a 0.5 MVA/1 MWh BESS for Ambler, fully containerized and ready for deployment. • Provide design packages signed by an Alaska‑licensed professional engineer, conduct live FAT at the vendor’s facility, and manage logistics (barge shipment, staging at Kotzebue, and delivery inspection). • Perform on‑site initial energization, site acceptance testing, integration support with the ComAp InteliNeo 6000 controller, and train 2‑4 local operators per community.
