The City of Concord is seeking proposals to prepare an Environmental Impact Report (EIR) for the Townsquare project, which consists of up to approximately 900 dwelling units and related improvements on land previously utilized for military housing. The EIR should meet the mandates of the California Environmental Quality Act of 1970 and any other relevant local plans, regulations, or procedures. The Proposer should have experience with environmental review of high-profile, large-scale residential developments and a strong history of working with various regulatory agencies. The scope of services includes evaluating environmental topics such as air quality, biological resources, hazardous materials, geology and soils, hydrology and water quality, noise, greenhouse gas emissions, transportation, public services, and utilities. The Proposer will be responsible for preparing the EIR, conducting scoping meetings, and coordinating with sub-consultants and City staff.
Some key points to consider:
• The Project site is approximately 59.4 acres and is bounded by single-family homes, the North Concord/Martinez BART Station parking lot, and the former Concord Naval Weapons Station.
• The site currently has a General Plan land use designation of Military (M) and zoning of Public/Quasi-Public (PQP) or Study (S).
• The Project will require various approvals from the City, including a Development Agreement, General Plan Amendment, Rezoning, Planned Development Use Permit, Tentative Map, Tree Removal, and Design and Site Review.
• The City will oversee the preparation of a Transportation Impact Analysis, and the Proposer should assume that its firm will prepare all other necessary technical reports to support the CEQA analysis.
• The Proposer should provide a detailed project description, prepare the Notice of Preparation, conduct scoping meetings, and prepare the Draft EIR and Final EIR.
• The City will select a firm based on the submitted proposals and through a staff review process of the written proposals.
