Description

The Naval Undersea Warfare Center (NUWC) Division, Keyport is conducting market research to identify firms capable of supplying and installing geomembrane roof systems across several facilities at the NUWC Keyport Bangor Annex. The effort will be structured as a firm‑fixed‑price contract with a base requirement for initial buildings and optional follow‑on items for additional structures in FY27‑FY30. Respondents are asked to complete a “Questionnaire for Industry” and submit it by 17 Sept 2026. The work includes subgrade preparation, installation of non‑woven geotextile underlayment, reinforced geomembrane fabric, drainage composites, soil cover, drainage ditches, and site restoration, all in compliance with extensive federal, state, and DoD specifications and environmental regulations. • Scope: Full‑service design‑build for geomembrane roofing (materials, labor, equipment, installation, testing, documentation). • Locations: NUWC Keyport Bangor Annex, Washington State (Naval Base Kitsap). • Contract type: Firm‑fixed‑price with base and optional CLINs (FY27‑FY30). • Key dates: Response due 17 Sept 2026; pre‑construction meeting required two weeks before work start (date TBD). • Compliance: Must meet Washington State licensing, UFGS/UFC, IBC, NFPA, OSHA, OPSEC, and extensive environmental permits. • Deliverables: O&M manuals, warranties, as‑built drawings, equipment lists, training, and final acceptance documentation. • Evaluation: Capability, experience (≥5 years, journeyman‑certified technicians), U.S.‑made materials, safety and environmental plans.

Budget estimate

$2,000,000 – $15,000,000

The solicitation does not disclose a dollar ceiling. Based on typical government roofing/geomembrane projects covering multiple buildings, a realistic contract value could range from a few million dollars for a single facility to well over ten million dollars when multiple FY‑spanning options are exercised. Factors influencing the estimate include the number of buildings (potentially 12+), the size of each roof, material specifications (high‑performance LLDPE geomembrane), required drainage systems, and extensive compliance and documentation requirements. Therefore, a plausible low‑end estimate is about $2 M and a high‑end estimate around $15 M.
