Leveraging Ground-Scanning Technology to Build Understanding of Underground Infrastructure in New York City

The New York City Office of Technology & Innovation (OTI) and the Mayor’s Office of Operations are seeking information from vendors about the feasibility of using emerging ground‑scanning technologies to create a detailed, secure 3‑dimensional map of the city’s underground infrastructure. The RFI will help shape the “3D Underground” (3DU) program, which aims to integrate data on utilities, pipelines, fiber, and subsurface conditions into a shared platform for city agencies and utilities. Respondents are asked to outline technical approaches, data management strategies, and cost estimates for deploying such technologies at scale. • Identify suitable ground‑penetrating radar, LiDAR, or other subsurface imaging methods for dense urban environments. • Describe data integration workflows to merge scanned data with existing GIS and utility databases. • Provide cost, schedule, and scalability considerations for city‑wide implementation of a 3‑D underground data platform.
