Description

The State of New York is seeking contractors to perform comprehensive energy‑efficiency upgrades at the DEC Region 5 headquarters in Ray Brook, NY. The scope includes removal and replacement of existing HVAC split‑systems, installation of a dedicated outside‑air system, geothermal bore‑field drilling, solar photovoltaic array construction, extensive electrical panel upgrades, lighting retrofits, civil site work (asphalt and concrete removal, storm‑drain upgrades, erosion‑control), and structural modifications to accommodate new systems. The project must be executed while the building remains occupied, following detailed phasing limits (8–12 weeks per work area) and coordination lead‑times (2 weeks prior to work start, 72 hr notice for system shutdowns). All work must comply with the 2020 New York Energy Code, Uniform Building Code, and applicable NYS standards. • HVAC removal, new DOAS, geothermal loop, and associated ductwork. • Electrical upgrades including new panel schedules, lighting, and a ~6 MW solar PV system. • Civil/structural work: bore‑field excavation, pavement removal/replacement, erosion‑control, and storm‑drain improvements. • Strict phasing and temporary‑barrier requirements to maintain building occupancy and safety.

Budget estimate

$240,000 – $480,000

The project’s estimated construction cost is listed as $3‑4 million, which generally reflects the contractor’s total revenue opportunity. Assuming typical profit margins for large‑scale public construction (≈ 8‑12 %), the expected earnings for the winning contractor would likely fall between $240,000 and $480,000. Factors influencing the final budget include the scope of work awarded to a single prime contractor versus multiple specialty subs, change orders, and the firm’s ability to meet MWBE goals that could affect award decisions.
