Description
The Board of County Commissioners of Washington County, Maryland seeks a qualified consulting firm to modernize and unify the County’s Zoning and Subdivision Ordinances into a single Unified Development Ordinance. The effort includes a comprehensive review of existing codes, stakeholder engagement, public outreach, drafting updated standards, GIS mapping, and delivery of both electronic and hard‑copy final documents. The contract is for an initial 18‑month term (with a possible 6‑month extension) and requires monthly progress reports, invoicing, and compliance with ADA and state accessibility standards. • Review current ordinances, comprehensive plan, and identify gaps/duplications • Conduct kickoff, stakeholder, Planning Commission, and public comment meetings • Develop outreach strategy and maintain public communication • Draft, edit, and produce updated ordinance text, maps, graphics, and GIS layers • Provide final adoption‑ready documents in Word, PDF, and hard‑copy formats • Deliver data files, GIS models, and optional implementation guide • Manage project schedule, budget tracking, and monthly reporting
